Free Audio Editor: Audacity
If you have any need for editing sound recordings, I would highly recommend Audacity, which is a free software. It doesn’t have some of the bells and whistles of Adobe’s Audition software (such as their great noise-reduction) but it’s a good basic editor. It will allow you to export files in a variety of formats, including MP3, if you add the aptly named “lame” plug-in, which is also available on this site. It’s very intuitive, in most ways, following the basic ideas of cut and paste, but also allowing you to adjust loudness from moment to moment. It’s not only workable for dialect recordings; it’s almost downright ideal for doing some basic work, such as editing a rehearsal recording you’ve made of a song you’re learning.
